I'm pretty sure it's a meteor sometimes depending on the hitbox.

No it's a semi-spike, TSON confirmed it.

His down air in Kaio-Ken is a meteor though.

When TSON says SSF2 doesn't have buffering, I'm willing to bet he means pre-inputting separate moves in advance. Brawl had this with its 10 frame buffer. SSF2 does have buffering, but this is only for certain moves and you can pre-input one or two key presses only (and only if that combination combined makes up one move) and you have to hold the combination until it comes out.

For instance, if a Fox techs and hold down+B, shine will come out on the first frame possible. Bam, buffered shine. What you can't do is buffer a double shine, because you would need to pre-input shine->jump->shine.

Godot is right. Universal buffering is very different than holding a single key combination during certain animations to do something. For example, you cannot buffer grab out of grab, but you can buffer dashing.
