Totally stole this from Bent 00 of the Minus boards, who did this in GameFAQs as well:

Champion & Runner-Up rankings for each character! This will encourage players to challenge the best players of any character, which is one of the best ways to improve and learn new techniques. Here's how it works:

- Only Runner-Ups can challenge a Champion for his or her title. Runner-Ups can be challenged by anyone.
- If there are no Runner-Ups, anyone may challenge a Champion for his or her title.
- You must wait at least 24 hours before you can re-challenge a Champion or Runner-Up after losing to one, unless he or she offers a rematch sooner.
- If you challenge a Champion or Runner-Up, and he or she does not arrange to play you within one week, you win the title by default.
- Champions who lose a title by default for not arranging to play in time are demoted to Runner-Ups if a Runner-Up slot is open.
- If there is only one Runner-Up and no Champion, the Runner-Up may claim the Champion slot.
- If there are two Runner-Ups and no Champion, they may have a title match to decide who is the Champion.
- An empty Champion slot may be claimed by anyone if there are no Runner-Ups.
- An empty Runner-Up slot may be claimed by anyone.
- Title holders lose all their titles if they are unresponsive for one month.
- You may give up any titles you have at any time.
- A Runner-Up does not automatically become Champion if the Champion spot becomes empty; it must be claimed.
- All Champion slots will be locked until either one week passes or two Runner-Ups challenge each other for a Champion slot.
- To participate, you must post your MGN ID. IDs from the Online Partner Listing are already posted below.
- Post the results of title matches in this topic, and someone (probably me) will update the listing of current title holders.
- Feel free to post announcements of challenges or any relevant discussion in this topic as well.
- There is currently no limit on how many titles you may hold at once.

For now, all runner up matches are best 2 of 3, championship matches 3 of 5.

The actual listing of current Champions and Runner-Ups will be located in the second post of this topic for now. It may be moved to a public Wiki or something later on, because I'm going to need help keeping it updated. Any suggestions on how to do this are welcome!

TITLE MATCH RULES:

- Everyone will be using the most recent version of the game. When this was posted, it is revision 1748. (don't worry, I'll update this as new revisions come out)

- 4 stocks 8 minutes items off

- We will be using the following neutrals/counterpicks. If you feel a stage should/shouldn't be included let me know, but I may or may not include it.

- Before game 1, both players will strike a neutral stage and three counterpicks (Players can opt to wait to ban counterpicks after game 1 ends as well. Up to you guys). Both players will then either agree to a first stage from the remaining neutrals or randomly select one from the remaining 3.

- Loser of game 1 picks a stage from the remaining legal stages. Then the other player if they lose, its pretty straight forward. Loser picks stage.

- You may not select a stage that you have already won on as your counterpick.

- In the event of a crash or desync, the game will only be considered valid if over 4 minutes have progressed with no issues. At that time, the player with more stocks will be declared the winner. Both players may opt for a replay as well. Games that crash before the 4 minute mark will be reset with the same characters and same stage once players have corrected their game status.

- Items should be set to NONE and OFF (REALLY IMPORTANT!).

Remarks:
- Default length of Runner-Up Title Matches remains Best of 2/3 Games.
- Default length of Champion Title Matches increases to Best of 3/5 Games.
- If both players agree before the first Match, length may be extended to Best of 3/5, 4/7, or 5/9 Games.
- Challengers must also Private Message (PM) a Title Holder to be able to win a Title by time-out. Just posting your Challenge in this topic isn't enough; if you do not PM the Title-holder as well, he or she essentially has an unlimited amount of time to respond.
- If a Challenger and a Champ agree on a time and date to fight for a title, and the Challenger doesn't show, the Challenger's Challenge is void and must be resent. If the Champ doesn't show, he or she still has 7 days from the time of the Challenge to reschedule.

Isn't Smashville one of the most neutral stages in the game? Why is it listed Counterpick?
