An autonomous Kurdistan is one of the biggest fears in Turkey. The AKP may be more willing to talk with the PKK than the statist Kemalists, though. There are large hurdles to accomplish this. The Constitutional Court is a bulwark of ultranationalist ultrasecularist loons. They nearly banned the AKP for trying to lift the ban on headscarfs in university (so much for political freedom). Then there is the danger of the military: they cannot be expected to condone democratic, peaceful talks with the PKK. They have launched many coups d'état, though not in recent years, it would be surprising to me if they would not object to talks with the PKK.

Then I didn't even bring up the point whether this statement by the PKK is genuine.

The PKK is most likely running low on resources and manpower, and probably don't want to risk another move right now.
Besides, the goal of most rebel groups is to simply get the government to listen to them, I see no reason why they wouldn't want to talk instead of wasting the lives of their men.

That is a very important issue. However, even if the AKP want to talk with the PKK, they would have to risk all their power, because they could be banned or deposed by the military.

The fact that the ECHR has only been obstructing their work isn't increasing their political power either.

So I am cynical whether it will be the solution, but now at least I believe the PKK is genuine in their statement. :P

I don't believe that this will actually solve anything either, mostly due to third party interests.
