It's always been like that.
Cartoonish smash characters would have tiny hitboxes if they used actual proportions. That's why they use cartoonish exaggerations of they body movements in their basic attacks to increase range.
If they didn't sword characters would be even more OP.
Snake is an example of a character who doesn't do this, which is why he looks awkward at times (His hitboxes are still huge, it's just that they don't appear huge)

This pretty much confirms Windy Hill is an arena in some form, but it also looks like that blocking thing Sonic was doing in one of his reveal screenshots but reversed.

Look at the red ring around mario's wrist. I believe the bubble effect around sonic's fist is the effect when a projectile is forcefully cancelled out by an attack or something to that degree.
