Btw, just because 1 player has good tournament results with a certain characters, doesn't mean the character should be boosted high up a tier list. If theres more than just 1, LINKS PLZ

Actually, this happens very commonly in the main games. Some notable examples include:
    Pokémon Trainer (Brawl) - Moved up to mid tier because TheReflexWonder got a bunch of results.

    Yoshi (Melee) - Yoshi jumped up a ridiculous number of places on the PAL tier list because of aMSa.

    Jigglypuff/Pikachu (Melee) - Basically due to Mango (at first) and Axe respectively.

    Diddy Kong (Brawl) - His initial rise was down to NinjaLink beating M2K's MK by abusing Diddy's bananas. As well as ADHD.

    Marth (Melee) - He was considered a top tier after Ken emerged onto the scene (originally a high tier)
    Other examples can be found here, but I reckon those are the most notable.

Heck, I think Lunary thought Lloyd was B Tier at first.
