What the title says. Is there any site where I can find it, maybe using an emulator to discover, we can see it in the own game/handheld/console, there is a specific tool?

I want to animate and make some custom sprites for a game, but I don't know its speed, and I'm a bit perfectionist...

50 or 60, dependent on if it's a PAL or NTSC game. 50=PAL, 60=NTSC
