It's got the exact same design as every other down special counter, Mario's silhouette hitting them while they strike a pose. It's a counter.

that thing is basically a counter all it does is give you 1 hit resistance that turns into a powerful stagger

EDIT: Well besides this, seeing that Roy looks like he plays the same from melee is upsetting.(I hope Im wrong) We could have gotten someone completely, besides Ryu. I only see Roy as nostalgia purpose more than just a character everyone plays. Same thing goes for Mewtwo.

I guess Sakurai heard that people wanted the game to be more like Melee and thought that meant we wanted the same characters

What I'm saying is that more likely than not it's gonna function as a counter in Smash. Its depiction in the custom special attacks screen as shown has an identical design to every other counter move in Smash, and even has Roy's counter below to prove the point.

Much as I hate every character having a damn counter in Smash, personally I just want Ryu to be fully voiced, so that I can have an 8-player match of everyone playing as Ryu and yelling SHORYUKEN SHORYUKEN TATSUSENPUKEN

I forgot how the move actually worked since I haven't played street fighter in a while, but I was right. It's not a simple counter.
Also it shows a blocking shield, it doesn't show in a way that it's countering the move.

In Street Fighter IV iirc, you charge the focus attack, and you can take a hit from the opponent (like super armor) then unleash it.

I could see it having shield breaking potential in smash.
