And if so, the correct thing to do would be to let your guest do whatever the hell he wants (within a reasonable margin of course)

But it sounds more like you're saying that you want more time on the computer (which is fairly selfish if you ask a younger relative of yours to "piss off")
I think you should reach a compromise like adding up the hours you use together on the computer, then halving it and making it completely fair

Well, the thing is, he's been here for about a month of the summer of which he honestly doesn't need to do.
I also do not trust him one bit. He does a few things only family should know, but he also does s*** such as steal accounts on online games and attempt to get hacks for RuneScape.
I'd say pornography is a problem, but I'm guilty of that myself.

If trust is an issue, make him use the Guest Account of your comp
As for stealing accounts and hacks for MMO's, well I would say get a web blocker or something and block certain websites but that's going a bit far

Well first of all, he shouldn't do the stealing accounts and hacking Runescape part anyway. Tell him off for it, that's one part of the "f*** off" speech done.
If he annoys you more, there another part done. Also, if he looks at pornography again, tell him off and tell the family. That's the last part.
Then, give him the "f*** off" Speech. Since you have the whole family with you on it, it'll work more.
If that doesn't work, you're going to have to put up with him until he decides to leave.

I'm guilty of this as well. And plus, if I tell him off, he knows s*** that he can easily get me in trouble with. Seeing as some of my family doesn't approve of people playing games when they're above their rating, Hell will break loose. One of the people against it yells and all and I don't need this problem. The other two parts though are fine.

If you say violence isn't the answer, you are simply not using enough of it.

All jokes aside, if you really are complaining about not getting computer time, try looking in to activities that you would enjoy off the computer. I swear to God that kids these days never ready any good books or get enough exercise. Ever go outside for once instead of being on your computer all the time? Hell, just set a boot password and turn off your computer. Go do something productive with your time.

That's only one of the problems. Another one of them is merely the point how I don't trust him nearby my stuff. He has sticky fingers, after all.

He's leaving later today (It's 3:19 AM here now).
As a going-away present, I thought I'd change my homepage. Before we go to bed, I'm gonna set my computer for a 'scan'.
When I'm gonna 'scan' it, I'm gonna put it as about 20-30 difficult-to-close Rick Rolls as my homepage all in different tabs.
I can also help the fact of 'scanning' as my MSN tends to break and I need to 'scan' to fix it.

Call me an a** if you like, but I'm sick of him.

I don't need context to say that's childish and inappropriate in more ways than one, Tyli. Why isn't being free of this "oppression" enough for you? Why didn't you take measures to prevent your self-wrought misery in the first place?

Two wrongs don't make a right, Tyli. If you feel the need to do this, go right ahead, but I guarentee you will not feel better about this in the long run.
