I used it, but it was always a partially charged one. Could never hit with a fully charged one. And rarely i broke someones shield with it, since most of the time, i end up hitting them directly, or they dodge it instead.

People used it, but not as a shield breaker most of the time. That's obviously supposed to be at least one of the move's primary purposes, so they buffed that part of the move to make it a little more worth the risk. _________________   Read this

Alright. Animal Crossing 3DS stage. Do we know anything less vague than that? Does that look like a specific location to anybody? I've never actually crossed animals myself
