I'm thinking that but I'd imagine the grab is overhead first, plus both of those grabs can tether recovery

I'm think he extends as far as he and the net can reach, and once someone gets caught, he pulls them closer to him. This is similar to how grapples for grabs have traditionally worked, so I think that's the only reason it's mentioned as a grapple here.

If the net can tether recover, that is one OP net. Also, I don't think the villager with the net helps the whole "creepy" situation, does it?

They may have similar outfits, but that doesn't mean we can't have one without the other. They're completely different characters.

I think he is referring to asset reuse. The basic models are probably derived from an earlier model that could be turned into both, like how Kirby and Jigglypuff did, and possibly still do.
It's not exactly surprising, considering any saved time modeling is put into other things.
