Randomman is on the right track, but it's actually the capital letters of those words that can be viewed the same upside down. The only other letter like this is "Z" which is my guess.

Hm. I would've said B. There's no logical order to the letters, so B would've worked, it seems.

Ahh, right. I got confused at what you meant for a second.
EDIT: Ok, guys, I see why we're getting different answers. It's that those letters of the puzzle, and including the one I said, appear the same when viewed upside down. Not flipped. So look at C upside down and it would appear different, as would B.
