Reserving Dark Star. Yes, I'm serious. Each Smash game needs a new joke character. Fan Games are not excused.
Origin: M&L: Bowser's Inside Story
Weight: 281, Dark Star X's Defense(*insert trollface here*).
Neutral: Float, Slowly, slightly up and down.
Walk Speed: Move forward while floating, just above Fox speed. No skid, can't run.
Air speed: Exact same speed as above, Turns immediately.
Fall Speed: You'll be looking down on Jigglypuff. Barely.
Fastfall speed: Now you can look up at Fox. Again, barely.
Palette: Normal (Purple+Black), Inverse(Black+Purple), Dark Bowser(Blue+Purple), Super Star(Yellow+White), Bowser (Yellow + Green), Dark Fawful (Lighter but still dark Purple + Red), Cackletta (Purple +Green), Emoglobin(Yellow+ Blue-Gray)
Dark Star has 5 sattlemites following him with 10% each, if they are destroyed like this Dark Star takes 20%. Each respawns after 20 seconds. If this happen thrice before one respawns, his weigh reduces to 119, he goes limp and cannot take knokcback as he is ruthlessly pummeled by you for 10 seonds, and another 5 where he can take knockback.

Also most of his moves have pitiful knockback but combo really well.
Ground Normals
Jab: Transforms into Dark Bowser to perform a 1-2 punch, then back to to normal to blow up a Sattlemite right in front of him. Identical to Robin's jab ending in Arcfire. Uses up a Sattlemite, without one, it will use an energy explosion, which is absorbable, slower to explode, and englaggier.
Ftilt: Blasts a laser blast from the middle. 15%
Dtilt: Trips opponents with a Core leg. lots of range, 13%, like no endlag, trips.
Utilt: swings newly spawn Core antennae in an arc. Little Startup or endlag, 6%.

Ground Smash
Usmash: Draws a cage above Dark Star: Charge Time increases height and damage. Drop it onto you, hitting anyone above you. When it hits the ground or user it cracks, extending the hitbox. Causes 60-180 frames of stun, no knockback, 20-35%.
Fsmash: Turn into Dark Bowser and Charge up a huge ball of energy above you, raising your hands. the size and power increases, and speed lowers as it charges. It goes down to 3 bowsers in front of you, causing a Shockwave like Ridley's Firabll in the ground. If it hits someone first, It explodes like a Purple Smart Bomb and does far more damage and knockback. Does 15-20 or 20-30, kills at 80-120 or 60-70.
Dsmash: All the sattlemites you have circle you, then explode. Massive knockback but low damage. 7-10%, Kills at 40-70%.

Ground Grab
Grab: A cage on a chain rise form in fornt of you. Slowly rising, has very high vertical range for a grab, but cannot be used again until it disappears after 180 frames, 60 of those are grabbing lag.
Pummel: The cage squeezes someone once every 2 second, doing 5%.
Dthrow: The chain holding them breaks, having them fall to the ground and stay stuck for 10 seconds, going up by one per 30%. Each button press while stuck lower trap time by a second. Any hit breaks the cage, freeing them.
Uthrow: The cage implodes, launching them up for 10%. VERY dangerous if you're caught near the peak.
Fthrow:The cage unlocks and the chain swings, launching them at a 350 angle for no damage.
Bthrow:Swings backward, and the chain breaks. Set launch, but then a sattlemite decides to jump at it and blow up for 10%. For your own safety, mash out.
Tip: While the cage is being bthrowed you can escape and be lightly ejected out the bottom. This also prevents damage form the Sattlemite, as it's explosion creates a hitbox inside the cage.

Aerials
Nair: the spiky dark thing behind grows and spins faster, dealing transcendent multi-hit disjointed damage. 5% per hit up to 7 hits. LOTS of hitlag, SDI multiplier of 2, easily escapable.
Fair: Fsmash in the air. 20%.
Bair: Creates a wrecking ball out of pure Darkness and swings it behind. Ridiculously slow and powerful. 20%.
Uair: 3 sattlemites whether or not any are left, appear and shoot lasers up. 7% each.
Dair: turns around to face downwards, and uses the spiky thing behind him as a propeller downwards to spike people. 7%.

Specials
Neutral Special: Lock-On: Dark Star looks in the direction of the opponent, then homes in on them. Idential to SsB$ Homing Attack, but with more range, less speed, 20%, is a kill move, and has horrible endlag on whiff, hit, or floor.
Side Special: Firing Squad: All remaining Sattlemites and Dark Star Launch lasers forward.
Up Special: Backup: Two winged Sattlemites carry you. Basically Balloon Trip.
Down Special: Anti-Matter: Chargeable holdable move. during the charge, strongly vaccum in anything nearby. let go to unleash an explosion that renders you vurnerable for 4 seconds, destroys all Sattlemites, uncharged kills at 100%, fully charged has the knockback of 0.9a Rest.
Final Smash: Last Stand: Transforms into X mode regardless of palette. Sattlemites rain from the sky and act just like SD Bob Ombs, except instead of blowing up of the ground, they grow wings and chase players. Move around at Half osf Super Sonics speed anywhere, and attack to unleash a 0.5 second startup fully charged Anti Matter. Special unleashes the Laser exactly like the one that Starlow is needed to dodge, with 1 second startup and 3 second duaration. After 15 seconds of chaos, he begins his ultimate Kamikaze, abosrbing all the remaining Sattlemites, sucking everyone in, and unleashing a Smart Bomb explosion of twice the size as normal, killing at 120%. After this is done he falls helpless and cannot move or take knockback for 20 seconds. Jolly damage racking!

I'm guessing this is broken as f***, right?

Daisy
Image
Princess Daisy arrives on the SSF2 Scene as a semi-clone of Peach! Fighting alongside Luigi after being benched under Peach's shadow. Daisy is a tomboy, and a sportier version of Peach.

Daisy can not float, because of this all of her aerials have been rebalanced. Daisy shares Peach's airspeed and jump height. Daisy is also much faster on the ground than Peach is. Daisy has an easier time KOing than Peach. Fair/Bair/Dair, Dash Attack, Back Throw, and Up/Side Smash can KO. Her ground game is more prominent as opposed to Peach's air game. She also has a host of attributes from Melee Peach.

Stats
Weight:100
Height:Tall
Jump Height:High
Air Speed:Fast
Fall Speed:Above Average
Dash Speed:Fast

Standard Attacks
Jab1: One-Two Punch
Damage: 4%
Range: Short
Knockback: Very Low
Daisy gives her opponent a right hook!

Jab2: Uppercut
Damage: 4%
Range: Short
Knockback: Medium
Daisy follows up with a left-handed uppercut. Sending opponents in the air for an easy followup.

Dash Attack: Shoulder Tackle
Damage: 10%
Range: Medium
Knockback: High
Daisy tackles her opponent, sending them at a horizontal angle. Good for KOing near the ledge at high percents.

Tilts
Ftilt: Can-Can Kick
Damage: 8%
Range: Short
Knockback: Medium
Almost identical to Peach's Ftilt

Dtilt: Regal Sweep
Damage: 13%
Range: Short
Knockback: Medium
Almost identical to Peach's Dtilt, except it doesn't Meteor Smash opponents in the air.

Utilt: Crown Bash
Damage: 12%
Range: Short
Knockback: Medium
Identical to Melee Peach's Utilt. Daisy does a little hop in place as she headbutts with her crown. While it isn't disjointed it's all around faster than Peach's utilt making it a better combo extender.

Smashes
Fsmash: Golf Club
Damage: 18%
Range: Long
Knockback: High
Daisy exclusively uses the gold club for her side smash as homage to the Mario Golf series. Her variant is slower, but more powerful.

Usmash: Daisy Twirl
Damage: 15%(Sweet)/8%(Sour)
Range: Short
Knockback: Very High/Low
Similar looking to Peach's Usmash, Daisy's has a distinct sour and sweetspot. The sweetspot being her hand. Everywhere else being the sour spot.

Dsmash: The Grinder
Damage: 10% per hit, up to 50%(5 Hits)
Range: Medium
Knockback: Low
The Grinder from Melee posseses Daisy. I know 50% is alot but there's no crouch canceling in SSF2 and DIing out is very easy. Just don't challenge Daisy on platforms unless you have a disjoint.

Aerials
Nair: Twirl
Damage: 14%(Early)/12%(Late)
Range: Short
Knockback: Low
Daisy's Nair deals more Damage than Peach's but has less knockback, the combos are still there but it's very bad at KOing.

Fair: Crown Smack
Damage: 10%
Range: Medium
Knockback: High
Daisy's Fair is better at KOing than Peach's, this is only because Daisy's variant comes out faster and sends opponents at a horizontal angle. Daisy can't float cancel though, so beware of landing lag.

Bair: Hip-Bump
Damage: 13%(Early)/9%(Late/Sour)
Range: Short
Knockback: Medium
Identical to Melee Peach's Bair. This move is strong on startup. There's also a sourspot infront of Daisy for the Bair->Nair combo.

Uair: High Kick
Damage: 11%
Range: Short
Knockback: Low
Identical to Peach's Uair. Good for combos and juggling, bad at KOing.

Dair: Heel Stomp
Damage: 2% mini hits, 4% last hit(4 Hits)
Range: Short
Knockback: High
Looks identical to Peach's Dair, it even has mini-hits. Except the last hit is a meteor smash.

Specials
Neutral Special: Toadette
Damage: 11%
Range: Long
Knockback: Low
Toadette is like Grumpy Toad from SSB4, she auto releases spores. They deal some damage and low knockback but have excellent range. It doesn't stall in the air.

Side Special: Flower Bomber
Damage: 5%(Plus flower damage.)
Range: Long
Knockback: Low
Similar to Peach's Flower Bomber custom special from SSB4, with more range and a little bit more knockback. A small daisy spawns on your opponent's head and deals 2% damage every second for 5 seconds. Doesn't stack, can't be shaken off. Upon contact a bunch of flowers burst into the sky appears, as opposed to a giant heart.

Up Special: Daisy Parasol
Damage: 7% Each Hit (2 Hits)
Range: Medium
Knockback: Medium
Daisy's Parasol isn't a multi-hit attack. There are hitboxes on the start-up and when Daisy initially opens her parasol. This variant gives terrible vertical distance.(Half of that of Peach Parasol.) In return for very fast horizontal gliding when the parasol is open.

Down Special: Daisy Bomb
Damage: 12%
Range: Medium
Knockback: High
Similar to Yoshi Bomb/Bowser Bomb, Daisy flips into the air, after reaching maximum height Daisy stomps to the ground. She will automatically slam into the ground if used midair.

Grab & Throws
Grab
Range: Short
Identical to Peach's grab.

Pummel: Regal Stomp
Damage: 2%
Identical to Peach's pummel.

FThrow: Big Slap
Damage: 13%
Knockback: Low
Despite the name, Daisy's Fthrow has very little KO and followup potential but deals good damage.

Bthrow: The Bump
Damage: 9%
Knockback: High
Daisy's Bthrow is her KO throw as opposed to Peach's Fthrow. It can solidly KO near the ledge at 120%-130%.

Uthrow: Regal Touch
Damage: 8%
Knockback: Low
Similar to Peach's Uthrow, good for setting up platform chases and chaingrabs.

Dthrow: Regal Treatment
Damage: 7%
Knockback: Low
Daisy throws her opponent on the ground and then slams them with her rear. Good for Bair/Dair followups, can regrab if you're quick enough.

Final Smash
Flower Shot
Damage: 25% per hit
Range: Long
Knockback: High
Daisy jumps to the middle of the stage. She conjures orbs made of flowers and then launches them at her foes. Adjustable aiming. Inspired by Mario Strikers.

Misc
Getup Attack
Damage: 7%
Range: Medium
Knockback: Low
Identical to Peach's, Daisy spins in place whilst whipping her legs.

Ledge Attack
Damage: 8%
Range: Short
Knockback: Low
Daisy rams her behind onto the stage.

Taunt1: Daisy waves to screen and yells her trademark 'Hi I'm Daisy!"

Taunt2: Daisy looks to the screen and does the iconic "We can do it!" pose.

Taunt3: Similar to Peach's dance, Daisy instead says "Oh yeah!"

Neat!
Some minor suggestions:
-Make her Side Smash vary between a Golf Club and a Tennis Racket, mostly because she never used a Frying Pan in any game and she has made more appearances in Mario Sports games. (Peach's Frying Pan actually comes from Super Mario RPG, were Daisy was totally absent)
-Make her "Hi I'm Daisy!" her entrance, it would be utterly annoying to have her remind you of that useful info in one of her taunts...
-I suggest you to give her another Down B, maybe plucking Bombshell Koopas? (Super Mario Land, that game may give you some useful information, mostly because Daisy made her debut there)
-Maybe make her Up B use Perry, from Super Princess Peach.
-Change the effects of her Side B (fart jokes)
Otherwise, it's a pretty good moveset.

(Peach's Frying Pan actually comes from Super Mario RPG, were Daisy was totally absent)Changed her Fsmash to golf club. Didn't want her having a random side smash like Peach.
-Make her "Hi I'm Daisy!" her entrance, it would be utterly annoying to have her remind you of that useful info in one of her taunts...that's the point lol.
-I suggest you to give her another Down B, maybe plucking Bombshell Koopas? (Super Mario Land, that game may give you some useful information, mostly because Daisy made her debut there)No, I didn't feel like Daisy should have a pluck down special. And Daisy Bomb is fine.
-Maybe make her Up B use Perry, from Super Princess Peach. No
-Change the effects of her Side B (fart jokes)I reworded it.
Otherwise, it's a pretty good moveset.

Would like to post a moveset idea for Shadow the Edgehog (Pun intended)
Shadow Neutral special: Chargeable chaos spear
Side special: Chaos attack
Up special: Chaos control (Teleportation version obviously)
Down special: Chaos blast (Could either be chargeable, use Wario's mechanics or even have a power meter like Little mac)
Final smash: Would be Super Shadow, but unlike Sonic's he would move slowly and touching foes would not hurt them. Instead he would attack by charging chaos spear's (More powerful than his special) in a similar fashion to Shadow the Hedgehog's final boss.
Tilt combo: His combo from Shadow the Hedgehog (Its a PPK, but different to Sonic's)
Side tilt: Palm thrust using chaos energy
Up tilt: Sparks of chaos energy appear above his head
Down tilt: Slides similar to mega man.
Neutral air: That air kick from Shadow the Hedgehog (Involves sparks from his rocket skates and therefore has a fire effect)
Forward air: Karate chop (Spike)
Back air: Back kick (Involves sparks from his rocket skates and therefore has a fire effect)
Up air: Pretty much Samus's up air (Involves sparks from his rocket skates and therefore has a fire effect)
Down air: Bomber man's down air from SSF2 (Involves sparks from his rocket skates and therefore has a fire effect)
Side smash: Chaos Magic
Up smash: Does a hand stand and kicks upwards (Kind of like Bowser jr(Involves sparks from his rocket skates and therefore has a fire effect))
Down smash: Does the splits, and then spins around (Involves sparks from his rocket skates and therefore has a fire effect)
Grab: Just grabs them I guess?
Pummel: Jabs them in the stomach (Or face if you're a rounded character, Eg: Kirby, PAC-MAN)
Up throw: Black tornado
Forward throw: That throwing move from Shadow the Hedgehog
Down throw: Jumps up while holding the foe, then karate chops them to the ground.
Back throw: Simply tosses them backwards.
Up throw: Black tornado
Taunt 1: Examines Chaos Emerald
Taunt 2: Does 06 artwork pose "Death to all who oppose me!"
Taunt 3: "I am Shadow the Hedgehog, the Ultimate Lifeform!"
His "On screen appearance" would have him drive in on his Harley through a chaos portal and drift to a halt. He would backflip off, and then the bike would vanish.
He would have a palette where his skin is red and his stripes are black, one where he is coloured like Shadow android, two colours based on both of Mephelis's forms, orange and grey like an Eggpawn and hopefully Sir Lancelot and Eclipse the Darkling as proper Alt costumes.

Shadow the Hedgehog has already been done.

There's no reason he cant put his own input in.

Excite Bike was done before I did it (although i later changed the name to Mach Rider but you get the point)

Expecting me not to post here? Too bad! Waluigi Time!
Waluigi:
[ Image ]

Entrance: Jumps out of a hot air balloon which disappears.
Color Swaps: Red, Blue, Green, Yellow, Grey.
Size: Medium-Large
Weight: Medium
Ground Speed: Medium-Fast
Air Speed: Same as Ground Speed
Jump Height: Slightly taller than Mario.
Victory: Dances around with a rose in his mouth and poses while pointing it at screen.
Defeat: Turns away and sulks. Like his Mario Party DS lose animation
Victory Music: The press start theme from Psycho Waluigi.

Jab1: Bends towards his side and punches. 1%
Jab2: Punches with his other arm. 1%
Jab3: Quickly bends to the other side and kicks. 6% moderate knockback.

Dash Attack: Hops and swings with a tennis racquet simultaneously. 7% weak knockback.

Ftilt: Thrust kick. 7% moderate knockback.
Utilt: Rising kick. 10% moderate upward knockback.
Dtilt Leg sweep. 6% weak upward knockback. High hitstun.

Fsmash: Quickly swings racquet. 17-25% Strong Knockback
Dsmash: Breakdance kick while spinning on head. Lasts for 2 seconds. 3 hits. First 2 hits 6-7% low knockback. Last hit 8-10% medium knockback.
Usmash: Two handed smash upwards similar to volleyball bump. 15-20% strong upward knockback.

Nair: Spinning kick like Goku's old Nair. 4 hits. 1-3% each hit for total of 4-12%.
Fair: Tennis smash. 7% weak downward knockback when not sweetspotted. 15% with strong meteor smash when sweetspotted.
Sweetspot: the wired part of the racquet. (I don't know what it's called)
Bair: Sonic's Bair with more range and much less knockback and same damage.
Dair: Like Bomberman's Dair with 3 hits, more range, less knockback and less damage.

Neutral B: Bob-Omb Toss: Waluigi pulls out a Bob-Omb and charges up to throw it. Charging lasts for 2.5 seconds. It explodes on Waluigi and causes self damage after that. Range is about a third of Link's arrow with a steeper arc. 20-30% damage depending on charge and high knockback. Has 5 second cooldown so it can't be spammed that easily.

Side B: Wall-Luigi: Waluigi dashes forward with purple vines appearing behind him. Has the range of Captain Falcon's Side B. Waluigi himself deals 7% with medium knockback and the vines deal 3% with with weak knockback. The vines last for 3 seconds when used on the ground and 1 second in the air.

Up B: Air Swim. Like Pikachu's but with 4 shorter ranged mid-air dashes. Deals no damage. Miscellaneous: Waluigi says Wa, Lu, I and Gi for each dash.

Down B: Psycho Trap: The upside down L on Waluigi's hat glows and he crouches with his hands on his head for 2 seconds. If he is attacked at this time, a purple cloud with an upside down L will engulf the opponent, stunning them for 3 seconds. At this time the oppnent will receive no knockback. Allowing Waluigi to attack them freely. Stuns Waluigi in the same way if the trap is missed. But instead of the upside down L in the cloud, it will have the symbol of Psycho Iris in it and Psycho Iris' laugh can be heard.

Final Smash: Psycho Waluigi: Waluigi laughs a distorted laugh, transforms into Psycho Waluigi and flies to the top of the screen.
Then he fires a red laser beam that can be controlled like Lucario's FS. But it's much thinner and deals less knockback but more damage.
Pressing the Special Attack Button during this time will stop the beam and thicken it for a split second dealing strong knockback and same damage. This move has a small starting and ending lag.

Grab: Waluigi grabs the opponent with one hand
Pummel: Slaps with the other hand.
Forward Throw: Waluigi pulls out a racquet and does a badminton-like service. 13% Medium diagonal up-forward knockback.
Back Throw: Waluigi throws the opponent in the air and does a bicycle kick. 8% Strong backwards knockback
Down Throw: Waluigi slams the opponent in the ground and hits them with a golf club. 10% Medium-strong forward knockback.
Up Throw: Volleyball set(2nd hit). 12% Medium upward knockback

Get up attack: Shorter version of Dsmash with only the final hit and halved damage and knockback.

Taunt 1: Crotch Chop. Nuff said.
Taunt 2: Waluigi points accusingly and yells: You're lousy!
Taunt 3: Same as the laughing animation of his brawl assist trophy with the same laugh.

I got the image from google by searching Waluigi Pixel art. Just in case anyone wanted to know.

Wait, I already made a moveset for him '-'

Oh, you did? Well sorry I guess. I suppose I'll just edit it out.

Again, there really isnt any reason there cant be different interpretations of a character.

This seems like a fun section so I would like to write my own ideas down. I'm not good at making combos or toning down certain moves to be more fair so free for someone to flesh out these ideas. I have a couple characters that I would like to see but I doubt them making it and I know a decent amount people like this character so maybe he'll be an expansion. I am aware of blackking 1700 did with Luffy however the moveset he or she did was not complete so I am putting in a complete move set on the character.

Monkey D. Luffy: One Piece
Games: One Piece Unlimited World Red, Ultimate Jump Stars

Entrance: Luffy comes in riding on the mini-Merry [its kind of like a scooter thing] but falls off it and then gets up and smiles while raising fist
Weight: a little below average weight
Height: around Naruto
Air Speed: above average

Normal Attacks: all are quick and fast movements these are moves to help him fight off faster characters with him doing fast moves slight stun and hitting them into the air they can be set up moves
Jab 1: a quick and fast punch 3% very low knock back

Jab 2: a slower jab 4% low knock back

Jab 3: Red Hawk, Luffy's fist turns into metal with flames around and punches forward finishing the combo 6% and average knock back

Forward Tilt: Gum Gum no Stamp shoots a quick kick forward [like Naruto's side smash] fast and when it hits it causes a slight stun followed by low knock back 7%

Up Tilt: Gum Gum no Volcano, he quickly kicks his foot upward while stretching it this features less stun but more upwards push on the player hit 6% average knock back

Down Tilt: Gum Gum no Whip his leg extends outwards and sweeps it across the ground like brawl sonic's down tilt but more range 9% and average knock back into air

Dash Attack: Gum Gum no UFO, he picks off the ground into a slight hover with his legs spinning under him like a UFO this attack has multiple hits four in total and the end of it Luffy does a backflip to land back on his feet [this does move him backwards he lands in the same place he ended the attack this is slight end lag after the attack is done]

Aerials:

Neutral: does a single kick like Goku, Fox, and Naruto have 5% low knock back

Forward: Gum Gum no Baku, in this Luffy gains forward momentum and bites the other players this move can be chained together multiple times like Tails' forward air or Ichigo's forward air low knock back 6% damage

Back: Gum Gum no Pistol, turns the upper half of his body to face behind and shots a really fast punch with his right hand 8% average knock back

Up: Gum Gum no Bullet, pulls back his hand and shots it out above him quick it has more range then Link's up air and does two hits if it makes contact 8% high knock back

Down: Gum Gum no Yari, shots his legs down and players that come in contact with his feet directly get meteor smashed high knock back 8%

Grab: like a Kyubii Naruto grab and can tether recovery with it

Pummel: headbutts the player 3%

Forward: Gum Gum no Rifle, pulls back one arm twisting it as he pulls it back while still holding the player with one hand he then brings his pulled back hand forward and slams it into the player while the hand spins around 13% above average knock back

Back: Gum Gum no Windmill, it's like Mario's back throw except he spins four times and it's faster 12% average knock back

Up: smashes them with Gum Gum no Mallet [like a downer cut] and then picks the player up and throws them into the air 10% low knock back

Down: Gum Gum no Ono, with both hands grabbing the player he kicks his leg up and then brings it back down stomping on the player sticking them into the ground 10%

Smash:

Forward Smash: Gum Gum no Kane, he pulls his head back stretching out his neck and then snaps it forward to hit the player in this head now can be also be hit along with his body making it easier for a player to punish however if used it does have a tiny hitbox behind Luffy's head also. 14% and high knock back if hit full on, if hit by the tiny hitbox 4% and low knock back with slight stun to give Luffy sometime to dodge roll away

Up Smash: Gum Gum no Storm, in this Luffy punches up rapidly while hopping off the ground it reaches the same height that Sonic's up smash goes to 16% if all punches hit player average knock back

Down Smash: Gum Gum no Fusen, expands his body outward hitting both sides [Wario's side smash is like this except only covers one side] and this causes a tiny bit of stun and low knock back but quicker to happen then other smashes this could possibly be a set up move not entirely sure.. 12% fully charged 10% non

Special:

Neutral Special: Gum Gum no Gatling, covers as much ground as Ichigo's down tilt and each hit does to damage in this you press the special button and Luffy will throw a flurry of punches in front of him there are two sections of the hit the inner half which is before the halfway point of the range of the attack and the outer half if a player is hit in the inner half they get hit by all punches but if they are in the outer half they will be pushed out of the attack with one to two punches. the last hit causing slight stun, 14% if all moves hit and 2-4% if nicked by outside half low knock back on both and since Luffy automatically punches he must shield cancel the move however this is slowed down compared to usual shield cancel giving players behind him the chance to punish. Luffy users have to be careful with this move [this move may also be used in the air in which Luffy punches downward diagonally and floats during this attack however after the move is down it counts as a recovery leaving Luffy open to punishment if not careful 15% and average knock back]

Side Special: Elephant Gun, Luffy's fist grows big and turns to metal and he then punches in front of him this move starts a falcon punch size start up time and has a little bit if end lag afterwards 26% high knock back this also covers more of a range than the falcon punch

Up Special: Gum Gum no Rocket, this move is like a Zero Suit Samus recovery in which he shots his arms up to grab onto to something if he grabs a ledge he will pull himself up into a ledge grab but if he grabs another player he will pull himself up bashing the other player with his forehead and his end distance of the recovery is when he is a Mario double jump height above where the player he boosted up to was and it can combo with his down air 8% and low knock back when hit by recovery

Down Special: Conquer Haki, has a little bit bigger range than Jigglypuff's rest and has no end lag or start up time but is not spam able as it needs to recharge after each use like Naruto's down special in the air, in this move players hit by it immediately goes into their shield break animation and have to go through the animation giving Luffy time to start a combo or try to get a strong hit in it also does 5% if they are hit

Final Smash: Gear Second + Third [would have to make a whole new list of moves for that] to match Ichigo's, Naruto's, and Goku's final forms

Or

Gum Gum no Elephant Gatling, it is a trap move and requires the first hit to happen in order to use full attack. Luffy makes both of his fists huge and covered in metal and jumps up punching down diagonally. If it hits then he launches a flurry of punches onto the player and then at the last hit he pulls both of his arms back and opens his palms and then smash both hands into the player. This move can only trap one player however it can still hit multiple players if they walk into attack. This move is based off how he uses it in J Stars Victory Vs. It is his ulimate attack. Does around 40% and has high knock back

Taunt: picks his nose with an unpleased look on his face

Taunt 2: holds up meat with drool coming out of his mouth and his eyes shining

Taunt 3: pulls off his straw hat and looks at it and then puts it back on

Fanfare: We Are Orchestra version

For the two making move sets on Waluigi I feel that he should have specials based on the party games he really solely appears in. One move suggestion [suggestion I'm not telling you to change it so please don't get upset] is changing his down special to a move called Dice Roll [horrible name I made up]. This is based off Mario Party and when you press down b he will pull out a dice above his head that scrolls through the numbers then the player has to press the special button for him to hit it causing the number to be rolled. The number picked is not random so if you have enough skill slot machine type stuff you could get good number constantly and the number has a different affect [could be some random effect that happens or you could do a shockwave that is as strong as the number or both maybe]. It should have a cool down to keep people from spamming it. This just an idea I would like to say and maybe another thing is his up special could be like how special dunk in Mario hoops 3 on 3 just another idea. Feel free to deny to accept these ideas that's all I got on this. Peace.

3.) Please don't make a moveset for a character multiple times. An example is ten users all making separate Luffy movesets. If any, try to work together for one unified moveset.

It's kinda against the rules.
