So yes. I'm going to attempt to run something in the future. I'm working out alot of things with it. But hopefully it will be as successful as my last one. Which well. Look at some members and how many post were made to WOTBF.

-------------------------------------------------------------

Keeping it Free Form - Rather than narrow it to a class, I’d rather keep things open this time around, so I’m trying a different system this time around. The idea is to keep things within certain limitations with actual stats and rules but at the same time allowing a character to be built in pretty much anyway desires.

Skills

A skill takes as many points as it’s next level to increase.
0 to 1: +1
1 to 2: +2
2 to 3: +3

And so on and so forth….

What’s a Skill? - A Skill is anything and everything that can be trained. They represent things that can be refined, while you may not need a skill to be able to hear, refined hearing ability would help hear people talking fifteen feet away that are talking in low whispers.

Armor Skill: Heavy - +1
Description: Focused Proficiency with Heavy Armor

Weapon Skill: Long Sword - +1
Description: Focused Proficiency with a Long Sword

Listen - +1
Description: Honed hearing ability.

Mounted Combat - +1
Description: Ability to Partake in combat while on a mount.

Favored Domain: Evocation - +1
Description: Focused Proficiency in the Evocation Domain. A Favored Domain may only be taken once.

Evocation spells manipulate energy or tap an unseen source of power to produce a desired end. In effect, they create something out of nothing. Many of these spells produce spectacular effects, and evocation spells can deal large amounts of damage. AKA: Fireball of Death

Magic Skill: Fire - +1.
Description: Focus with Fire Based Spells.

Magic Skill: Heal - +1.
Description: Focus with a Healing Magic

Knowledge: Military - +1
Description: Knowing about militaristic stuff. Tactics….ect.

The list goes on and on and on. Skills are entirely player decided.

Hit Points - Hit Point are an abstraction determined by a combination of Stamina, Willpower, and any skills your character has that factors into it. It is a guideline of saying, this is how durable you are. A generalization will suffice. (Very Low, Low, Average, Above Average, High, Very High)

Traits

Stamina
Willpower
Strength
Perception
Agility
Intelligence
Reflex
Awareness

What’s a Trait? - Traits are the building blocks of a character. Most of these should be self explanatory. A 2 rating in a trait is average. 1 is below average. The Max rank of a trait is 10.

Countries

Dela'Kur

Arid Lands of Sand and Psion

Tech Level: Dela'kur, while generally technologically up to date, is not a technological leader in the world and produces few, if any advances. Firearms and other newer marvels in the world are generally made locally but based off foreign design; if they haven't been imported via trade outright.

Magic Level: Dela'kur strays from magical progress as well. While it has a notable segment of Holy magic practioners, elemental magic and other schools are looked upon with disdain. While not illegal to practice, doing so is frowned upon enough to effect social status, a very big deal in Dela'kurian culture, enough so to keep practice of such magic at a very low level. Practice of Necromancy and dark magics are outright banned and punishable by death.

Dela'kur is the world leader in Psionic practices and development of more efficient, more practical, and more lethal usage of Psionic power. Since Psion ability is innate, not learned, and Dela'kur has a naturally large population of Psions, this status as a Psion World leader is not likely to change.

Government: Dela'kur is a Theocracy with democratic inclinations; Governed primarily by a Divine Leader voted in by the reigning council of the church. The council is made up of 9 individuals consisting of persons voted in within the several different sections of Dela'kur. While the public has no direct say in who leads, the people they put in power do. However the Divine Leader put into power by the Council has no set term and the majority of the power, as they are assumed to be the chosen of Elim. A Divine Leader can only be ousted from office on death, or grave inadherence to religious teachings. In the latter, the Council too is ousted, and a new
one voted in before a new Divine is then voted in by that council, forcing the council to be careful when selecting its candidates.

A Divine is a generally benevolent, parent-like figure for the rest of Dela'kur, and a cult of personality is thus very common.

Geography: Geographically Dela'kur has many steep mountainous regions and arid, dune filled deserts. Dela'kur is a medium sized region along the south eastern edge of the continent. Going from west to east, Dela'kur is comprised mostly of desert wasteland, easing into mountainous ranges, plains and coastline. The majority of the populace resides along the center of the region going east, with increasing population density as one draws nearer to the coast. All major cities but one follow this population pattern, with the one exception residing amidst the western deserts. The capital, Tal'erin lies slap dab in the middle of the eastern portion of the region, in
between a circular range of hills and mountains with nary a few traversable crevices between them. Walls are erected between all of these crevices, making Tal'erin exceptionally difficult to siege.

Demographic:Generally a dark skinned human population with an elf minority vagabond segment located within the desert.

The Major Cities

Tal'erin: The Capital City. The most naturally protected and fortified city in the country. Center of the government, church of Elim, and the Academy of High Psionics where all Psions are sent.

Tal'Astre: The Oasis City. The only major city in the western deserts and erected around the largest Oasis in the desert, Tal'Astre is more than capable of sustaining its vibrant population despite its seclusion. It is the major hub of the trade routes going through the desert and headquaters for the military desert installations in the surrounding area.

Tal'balnar: The Port city. Located along the eastern coast, this city is the most militarized as it protects the vulnerability of an invasion by sea. It otherwise is the largest of the three major cities and the most populated.

Beyond the major cities, there are smaller settlements within the eastern mountainous region and western deserts.

Notable features: 90% of the continents Psion population is Dela'kurian. This strange happening has been linked to a geological wonder dubbed "Elim's Grace", after the deity figure in their monotheistic religion. 'Elim's Grace' is an enormous fissure towards the southeastern edge of Delakur that emits a high frequency bellow at an astoundingly consistent rhythm twice a day. once at 7am, once at 7pm. Morning and Night. At all times, a pulsating glow can be seen emanating from the fissure. It is seen as a holy site and assumed to be the cause of so many psionically sensitive individuals being born in the region. The Dela'kurian government does not investigate it
further and refuses all foreign academics and scientists that wish to research it closely. Psions are considered Touched By Elim' and are expected to adhere all the more closely to religious teachings and the needs and wants of the governing body. Failure to do so is seen as disrespecting Elim's Gift, a considerably major offense. Psions then are thus highly regulated, even if they are in some ways revered.

Culture: Dela'kur has a strict yet unified society with harsh penalties for those that step out of line, actively pursuing eye-for-an-eye judgments for violent crime and stiff prison sentences otherwise. Community cohesion is a firmly held value of Dela'kurian culture. Creative works are still encouraged and flourish, albeit under prying government eyes; and festivals are arranged every quarter year to celebrate the changing seasons to keep citizens actively engaged. It is expected of one to take care of their ailing kin and make sacrifices for the good of the community and the church of Elim. Despite the tight-knit social structure, as a society, Dela'kur favors isolation
from the rest of the continent and are naturally cautious around foreigners in their midst. Dela'kur keeps up with international trade and little more.

MISC Info

Psions

Psions are those born with the natural ability to manipulate physical matter with their mind or peer into, obfuscate, and manipulate the minds of others. The latter is rarer than the former and capability of both types in a single individual is nigh non-existent.

Psionic ability cannot be learned from a book or gained through willpower, it is entirely innate in those that have it. While it cannot be learned, it can be honed over a period of time and increase in power. Mastering Psionic ability requires a certain level of pacing and balancing exertion, lest the mind becomes overburdened and risks cerebral aneurysm. Unlike magic, psionics do not require any incantation, preparation, or ancient tomes. The potential of a psionic ability is tapped quickly and consistently for as long as the Psion can keep it up.

Psionic capability is as much a bane as it is a boon. The vast majority of psionics can and do have issues as a result of their power. These issues range from the minor to the extreme; From occasional headaches and migraines to a variety of mental disorders such as schizophrenia, Borderline personality disorder or Dissociative identity disorder. This is due to the erratic and unnatural way the psionic mind operates.

There are few methods in which these disadvantages are handled.

The favored and most practiced method of treating these ailments is the consumption of a medicinal tea leaf native to Eastern Dela'kurian plains called Ri'ke. These leaves carry the uncanny ability of alleviating, although not curing, Psionic-Born ailments. How much a Psion must consume differs person to person based on body size and severity. Ri'ke leaves will only treat these symptoms if they are induced by problems related to psionic ability.

Psions have an effective range, a radius by which their ability is bound by. Most often this radius is between 3 and 7 meters. A psion cannot invoke their abilities beyond their inherent range; however an object thrown from within this range retains the same amount of force as it leaves it, A person afflicted by a telepathic ability from within the radius, will still be recovering when they leave this radius, etc.

Dela'kur have thier psions shaved bald and assign them an eye brand on thier foreheads

Not sure what you mean. Anyway. Slight update. Pondering what the general take of using some form of die roller would be for this. It's still a W.I.P. Any feedback is nice.
