Now here's a toughie.

The hardest boss in the Pokemon franchise and still is to this day.
Can be found on Mt. Silver and NOWHERE else (except somewhere in Pokemon Let's Go Pikachu/Eevee).
This trainer's Blastoise of his Pokemon has the highest defense of every one of his 6 Pokemon.

Take a wild guess... this is a tough one.

Also screw my earlier rule of having the one who guessed the previous character be the one to come up with the next character. We'll still do one character at a time but once a character has been guessed anyone can pitch in

Dies in 1 hit from spikes.
Is playable in side scrolling action games.
There's a related but pretty much different game on the SNES where he isn't seen but still has a somewhat major role.

Another trick, I made it like Megaman but it isn't.

Oh yeah I also made a bit of a mistake on one of the hints. Fixed now.
