where I stare at it, the closer to the dot, the longer the color seems to appear

Your brain isn't fast enough to process the image, therefore it uses the median color in the spectrum to show as it deciphers the next frame.

Look at a picture for a long time, then look away and blink. You'll see a negative of that picture for a while.
It just overlaps the black and white picture so it looks colorful. |
