$15 isn't going to help you pay for any college unless you've already gotten some kind of scholarship or award or something. -- I'd probably buy a new computer, gift my friends and then blow the rest off quickly on things I think I need but really don't. On topic, if I won the lottery, I'd:
Buy a house- nothing large or fancy, just something to where I don't have to ever EVER pay rent again
Pay my way into and through college
Put the rest of the money in the bank and use it solely to pay bills
Will keep on working, but then all money from work goes to things I want, but don't really need =D
And if my job ticks me off it's like "oh well whatever" because I CAN quit and still be well off.
This is assuming $1,000,000 though. You never specified how much. Would be different if it was just $100,000, or $100,000,000
