Now, this is ONLY speculation. Although, I do speculate that Luffy will be in!!

I'm not quite sure if Apex is going on for 3 or 4 days this year because I've heard both, but even if it does go on for 4 I'm not expecting more than 3 new characters max because I doubt they'd have had the time to get that many to a playable state since v0.9b (though BETA could have been in development even before v0.9b was complete and they did show Chibi-Robo before he was fully playable, so...). The full version of BETA may or may not have more characters than will be revealed at Apex. I'd hedge my bets on there being more because BETA's got to be relatively early in development compared to other versions at the time they were shown at Apex (v0.9a was a week away from release or something, v0.9b was like two months away from their planned release).

Obviously I don't expect all of them. My expectations depend mostly upon how long BETA is developed for: if it's developed for about another year, I expect probably about 4-5 newcomers, but if it takes two, I expect something around 6-7. This IS the penultimate update, after all, and the devs have said it focuses mostly around content (unless I misinterpreted that statement).

He has never made an appearance in a Nintendo Console, so there's no chance he will be in.

Didn't he make an appearance as the person who started the race in Sonic & All-Stars Racing Transformed? That game was on the 3DS & Wii U.

I forgot that Ristar got a release in thee Wii's Virtual Console, so he has a slight chance of making it in.
