Nobody would "know" that he won't be broken. Not yet, anyway.

Honestly, I don't see anyone getting cut. I think they'll only expand the roster. Maybe Toon Link.

The balancing issues aren't going to be handled by one guy this time around. There's going to be a team for this.

I seriously doubt MK will be the one being broken...unless the devs of Brawl weren't paying attention these last few years.

The characters overall should be more balanced because sakurai isnt doing it by himself this time lol

I'm seriously hoping Mario gets his Mario Tornado back, or at least the Star Spin like in Flash 2. F.L.O.O.D. was terrible.

F.L.U.D.D. was about as useful as water gun. Even then, water gun could at least do a little damage.

Would've been really cool if it did something other than just shooting water at people.
If used in the air, it could have been like where it shoots him up vertically, like in Sunshine. That could have been a cool move.

p. sure the game developers usually don't know if a character is broken or else they would probably fix the character

That's my point, unless we are them, there's no way to tell if they know a character is "broken" or not.
All we can do is wait and see...
