Yes, madara does mention the blood withering away but it is still there even if its like 1/1000. Sasuke of the Uchiha and Naruto of the Senju. Both relating back to the Sage of Six paths. My only question is this: When the sage died and gave his Rinnengan to his elder child, when did the rinnengan dissapear? By educated guessing, some would say it reverted into the Sharingan, does this mean the Uchiha have access to a rinnengan after Mangenkyo? Unlikely but still the possibility is there.
Does anyone remember if it explained Pein's eyes?

A conclusion is that Rinnengan is a rare case( like Jaraiya said), and that it is special, and somewhere along the line it split into the Sharingan and Byakugan. But that it is me. Kakashi may be right also.

I think its another story trick, just like the "power" Itachi gave Naruto. Hell, Itachi might not even be dead at this point.
