I don't think either him or his grab is OP, but I think it can be centralizing for characters that have a tough time getting around it.

Wish chibi could delay his grab lol
Just swing it around in a circle for a bit before throwing it out there.
Guess a chargable grab would be too gimmicky tho.

Is Chibi-Robo any good? I think of him as the worst character in the game (which means B tier in any other Smash game lol), but I don't actually play him, so I don't really know. Any Chibi mains out there?

I kinda gotta agree with CodeSam, Chibi's only saving graces are his grab, dair, and sideb. He has pretty bad aerials and tilts, bad ko power, and bad vertical recovery, little to no off stage game, and a bad fall speed. Then again these are just observations, as I don't play chibi enough to give one of those in depth analysis.

Personally I'm leaning towards low tier here honestly. The low tiers are kind of hard to pick out but i think he may be one of them. Still every character is viable and he's no exception. I probably wouldn't put him in dead last, but then again I dont know who I would put there in his/its place. He could probably use a buff honestly.
A few things mix and match i would do: Make ftilt a kill move (like around 110-130%) Speed up dtilt Slightly speed up utilt and/or give it less recovery time. Increase the horizontal range of down smash slightly and buff knockback, but with a sourspot on the edge of the move Allow UpSmash to reach slightly higher when fully charged. Raise FSmash priority (it doesnt even destroy Naruto clone mines :/) Slide a bit farther during dash attack Lower the angle of trajectory on the last hit of nair Have a low knockback hitbox in front of chibi during the start up of bair. Neutral B able to destroy lesser projectiles Allow Neutral B the ability to aim upwards while jumping Gimmicky chargeable grab, similar to how smash attacks work. When fully charged the plug is electrified, and will do a little extra damage when the grab lands. Also when fully charged the cord will break some less powerful projectiles.
Just a list of ideas mind you, with varying degrees of quality. Hell applying all of these might make him too good, but i dont think well ever see if that's true :p

This sooo much. It's just so counter-intuitive to not be able to do it and would be a very nice buff. I don't think any of these really need to be changed, specially the last one. Since he doesn't move too much it actually works as a side-tilt that you can easily use out of a dash, whose sourspot can combo into almost any aerial at greater percents (which of course is really helpful, even moreso if you get an uair) More suggestions: - All his smashes need way more kill power (Up Smash the least of all of em). Side smash doesn't even send opponents offstage near 180%. And why is dsmash sweetspot on the plug?? It's so hard to land and the sourspost wont kill till ~200%. - Down special seriously needs a buff. If it worked exactly like Villager's pocket it would be perfect. Invincibility and a greater reach would help tons, even if that came with a bit of more lag at the end of the attack to compensate. - It'd really give more options if Side-B was jump cancellable, both for recovery to mix things up and help in his quite linear recovery; and potentially extending combos, allowing him to use it to start one or go offstage to continue one. The attack isn't really that good as is and adding this could make Chibi-Robo more of a threat. Thoughts?

Yeah I was just kidding. It wouldn't make his recovery that much better either, just help mix it up and gain more options.
Adding to the "let neutral b be aimed upwards in the air", I'd say letting the Chibi-Blaster to be aimed downards while in the ground too would be nice, mostly useful for attacking recovering opponents.
