1. Learn to code, music, and sprite yourself.
2. Make a good prototype that attracts a playerbase
3. Start a dev team

Figure out what you want for your game. If you want it to be playable in browser, use Flash or Unity. If you want it to be a downloadable, use game maker, Unity, or code it from scratch using Java or C++.

If you want to use Flash, learn Java. Actionscript works similarly to Java.
If you want to use Unity, learn Java. Unity allows you to code in Java.
If you want to use game maker, ask someone on the Crusade team how game maker works. I don't personally know.
To be honest, if you don't know C++ but you want to make this game, make sure you know Java.

Also, make a quick kb calculation program that just prints to the console that incorporates KB, KBG, WeightKB (KB that doesn't grow), and %. That way, you'll have a good prototype of an engine that you can easily copy into your fangame.

this is always good advice but by the time you become competent in at least one or two of these things you will probably have better and more attainable ambitions than making a super smash brothers fan game

Usually happens around the time someone learns to do two of these things.
